OVERVIEW OF POSITION
This position is part of the management team of the EU-funded Programme for Improved Nutrition in Sindh (PINS), nutrition specific project covering 10 districts of Sindh as per the Accelerated Action Plan for Malnutrition and Stunting in Sindh. This is a consortium based project with three co-applicants (RSPN, PPHI and Concern Worldwide) and a range of other government partners.
This is a field based position responsible for oversight of the operations of PINS in the districts of that administrative division. The staff member in Larkana will be responsible for Districts Larkana, Qambar Shahdadkot and Shikarpur; the staff member in Hyderabad will be responsible for Districts Dadu, Jamshoro, Thatta, Sujawal, TMK, TAY and Matiari. The Division manager in Hyderabad will be accompanied by a small team.. Their role will include oversight of the operations in those districts as per proposal, organisation of district level meetings of partners and with external stakeholders, follow up of district level matters and representation across the districts of focus. They should have technical expertise related to nutrition. They shall also be responsible for ensuring quality and standard of programs as per agreed indicators.
OBJECTIVES
Objective 1
To provide PINS ER2 leadership at the divisional and district level
Tasks & responsibilities
· To establish working groups under the guidance of relevant government bodies.
· To ensure that ER2 is well explained and projected properly at all relevant forums.
· Convene and minute regular partner working groups at each district;
· Oversee all related functions of CMAM with in the assigned districts;
· Provide follow up and troubleshooting at district level;
· Regularly review progress at the district level against targets and ensure that DIPs are followed in letter and spirit.
· Identify gaps of implementation or coordination at the district level, and proactively work to resolve these;
· Oversee security implementation and reporting at the district level;
· Host visitors to the district including donors, government officials, country and HQ staff of Action Against Hunger;
· Act as the interlinkage between the districts and the wider AAH mission;
· Utilise information from monitoring tools to further improve implementation with strong collaboration with capital technical teams;
· Allocate 50% of time to field visits;
· Ensure implementation as per standards and commitments.
· Provide support to Action Against Hunger researches through allocation of resource.
· Ensure support for surveys or any emergency assessment on ad hoc basis.
Objective 2
To conduct coordination and representation at the divisional and district level
Tasks & responsibilities
· Convene regular meetings with external stakeholders including other PINS programmes, Government of Pakistan counterparts (LHWs, DOH, AAP, security referents);
· Support representation of the project and Action Against Hunger at province (for the division), divisional and district level;
· Map and proactively engage stakeholders to ensure smooth implementation;
· Prepare briefings and presentations for relevant meetings;
· Support networking of colleagues;
· Prepare and share timely notes of engagement conducted and planned.
Objective 3
To support Government of Pakistan counterparts deliver the AAP
Tasks & responsibilities
· Provide support for coordination of AAP at divisional and district level;
· Facilitate meetings at the divisional level as required.
· Support exposure and monitoring visits of concerned AAP departments for demonstration purposes.
Objective 4 (Gender)
To ensure inclusion across programming and within/by the team
Tasks & responsibilities
· Support mission level qualification for gender marker;
· Encourage inclusion within recruitment, training and promotion;
· Ensure inclusion within programme planning, implementation and reporting;
· Identify and mentor gender focal points in coordination with HR.

POSITION REQUIREMENTS
Mandatory
· Master's degree in relevant field. Minimum 08 years of overall experience with 05 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 10 years overall experience with 06 years in relevant field in development sector
· Good written and verbal communication in English;
· Nutrition specific or public health qualification;
· Experience working in nutrition specific or public health roles;
· Experience working within complex matrix based organizational structures;
· Strong networking skills;
· Excellent interpersonal skills
· Good resource and time management skills
· Supervisory and managerial skills with proven ability to manage a demanding workload
· Computer literate, knowledge of MS Word and Excel required
· Experience working in Sindh
Preference
· Sindhi language skills;
· Experience with EU grants;
· Experience within a large national or international organization;
· Experience working in development projects
· Experience working closely with Government of Sindh.
