Job Description: |
The Finance, Grants, Reporting & Compliance Officer will be responsible for assisting Director Finance & Sr. Manager Grants & Compliance in managing on-going grants and projects, ensuring compliance with regulatory and tax framework, coordination with external parties in assessments, audits, compliance, assurance and capacity building. Also assist in finance functions, contributing to the full functioning of the project & minimizing hindrance to the effective implementation of the GAVI-AJK Project. To coordinate all financial systems in PMU, ensuring compliance with Pakistani Law, donor regulation and organziation internal policy
Financial Management:
- Maintain effective financial operations and controls to ensure the efficiency, integrity and transparency of all the financial operations in accordance with the organization policies, donor’s rules and regulations, and applicable accounting frameworks (IFRS, IAS, GAAP).
- Ensure accuracy of financial transactions/payments in terms of code allocations, sufficient supporting evidence, mandatory deductions, timeliness, and appropriate approvals
- Prepare and present monthly financial documents, as required by Finance Coordinator FC.
- Perform funds reconciliation on monthly basis, against the funds disbursed to provincial offices.
- Assist FC in external audits, internal audits, project financial reviews, donor audits, tax audits and participate in responding to internal and external audit queries.
- Maintain all the relevant financial record at head office in proper systematic manner and in audit-ready mode.
Grants Management:
- Develop financial reporting and budget monitoring tool for the implementing partners.
- Support FC in preparing grant financial report and discuss this with the project team at field office.
- Ensure that the partner reports and all other expenses are uploaded to enable FC review donor expenses within the required time schedule.
- Support FC in preparing final donor report as per requirement of a grant with donor.
- Ensure timely payment of salaries to staff and coordinate with HR team for payroll related workings.
- Recalculate payroll prepared by HR and ensure withholding taxes of all employees are withheld in accordance with applicable tax laws.
- Perform payroll reconciliation and identify any irregular variances in HR-Cost.
Reporting Management/ Documentation and Audit Support
- Prepare donor financial reports ensuring accuracy, timeliness, and compliance with donor guidelines.
- Assist in financial analysis and variance reporting for management decision-making.
- Support the consolidation of financial data from field offices or sub-recipients for reporting.
- Maintain updated and organized documentation of all financial transactions and grant-related records.
- Assist in preparation for donor and statutory audits; respond to audit queries.
- Ensure audit recommendations are implemented and tracked.
